Ministry of Religious Affairs to Issue Ministerial Regulation as Mandate of Constitutional Court Decision on Zakat Management
Jakarta, October 7, 2025. The Sharia Economics study program at the Faculty of Economics and Business, UIN Syarif Hidayatullah Jakarta, held a National Seminar on the Dissemination of Judicial Review Decisions on the Law on Zakat Management, which was held at the FEB UIN Syarif Hidayatullah Jakarta Building on Jalan Ibnu Sina. The event, opened by the Dean of FEB, Prof. Dr. Ibnu Qizam, M.Si, featured several speakers, including the Director of Zakat and Waqf Empowerment at the Ministry of Religious Affairs, Prof. Dr. Waryono Abdul Ghafur.
During his presentation, Waryono said that the Ministry of Religious Affairs would draft several regulations to follow up on the Constitutional Court's decision. “We still have two years, which means that we are also drafting several ministerial regulations mandated by existing laws, particularly those related to the utilization of productive zakat,” said Waryono Abdul Ghafur in front of the lecturers and students participating in the seminar.
Waryono explained that one of the main focuses of drafting the derivative regulations is to strengthen the role of Baznas in terms of national zakat program planning. He highlighted that so far, Baznas' planning function has not been fully integrated with national development planning documents. Therefore, with the JR decision on the 2025 Zakat Management Law, his party wants to proportionally position each zakat management institution, including Baznas, LAZ, and the government, in this case the Ministry of Religious Affairs.
